The aim of the specific project under this Framework contract is to provide DG CNECT from the EU Commission with an evaluation of the application by the EU National Regulatory Authorities of the 2010 Next Generation Access (NGA) recommendation and the 2013 Non-discrimination and costing methodologies (NDCM) recommendation. Following the adoption of Directive (EU) 2018/1972 of December 11, 2018 establishing the European Electronic Communications Code (EECC), which replaces the Directives regarding the implementation of which these recommendations were providing guidance, both recommendations need to be reviewed so that they remain fit for purpose to provide guidance on the implementation of the provisions of the EECC detailing the access, non-discrimination and pricing obligations succeeding to the provisions of the previous Directives, to which both recommendations refer. In addition to the evaluation of the implementation, the study consists in a forward-looking analysis of a number of key elements from both recommendations and proposes, whenever possible, possible approaches to be considered by the Commission in updating the current guidance. The study analyses the expected effects of these proposed approaches in terms of prices, competition and VHCN deployment in the context of ex ante regulation of broadband markets

The main mission of CRIDS is to take an active part in supporting and accompanying the Crossroads Bank for Data Exchange ("BCED" - a joint body of the Walloon Region and the French Community) in the various legislative steps (analysis of legal bases, proposals for legislative amendments, drafting of bills in collaboration with public authorities) to be undertaken in the context of administrative simplification projects.
These legislative approaches mainly concern the exchange of data between Walloon and French Community public administrations, the implementation of new authentic data sources, and assistance in accessing authentic sources held by other administrations.

The project entrusted by AdN to CRIDS/NADI for a period of one year aims to analyze the regulatory conditions for the development by the Walloon public authorities of an AI trustworthy, safe, fair, protective for citizens' interests and concerned by the pursuit of the general interest .
The project via, from one part, interviews of envolved actors and  a questionnaire sent to certain members of the administration will attempt to analyze both the expectations but also the reluctance or the difficulties of the administration towards possible projects.
A typology of possible technological applications and tasks likely to be entrusted to AI will be drawn up on the basis of examples in other European countries or at home.
The regulatory aspects project is based on a comparative analysis of both European and American policies and strategies. it describes the current state of the regulatory framework for the computerization of the Walloon administration and its numerous shortcomings. Finally, for each branch of law: administrative law (public contract, access to public data, public service laws); human rights (GDPR in particular); liability law; intellectual property law, the study examines the difficulties encountered in bringing the reality of AI into current legal frameworks. Finally an ethical framework for the development of a public service 's AI will be drafted

DIGI4FED aims to understand how big data can be used in the Belgian federal administration system to enable better public service provision through new technologies such as artificial intelligence and blockchain. By focusing on the technical, moral, legal and organisational conditions within the internal and external federal decision-making processes, DIGI4FED aims to develop a governance design that serves the administrative and public service processes of the Belgian federal government and makes full use of the potential offered by big data and its application via artificial intelligence and blockchain technology.

The BOOST project aims at providing SME's with practical and straightforward support to facilitate their compliance with the GDPR, with a special focus on 3 aspects of data protection :

1. Transparency;
2. Data Protection Impact Assessment (DPIA);
3. Identification of “controller” and “processor”.

The main outcomes will consist in :
- a FAQs brochure;
- new tools to facilitate SMEs’ compliance with the GDPR;
- seminars for all types of SMEs.

The project is funded by the European Commission (DG Justice and Consumers - Grant Agreeement n° 874505). The members of the consortium are the Belgian DPA, KULeuven, VUB and UNamur.

The development, deployment and uptake of AI technologies are among the key (emerging) drivers of economic, social, environmental and geopolitical transformations. What is the added value of taking collective European Union action on AI? This is the key question that this project aims to address. To assess added value in quantitative and qualitative terms, the Cost of Non-Europe on Artificial Intelligence (AI CoNE), should first provide evidence on the scale and the structure of the transformations of the EU economy and society resulting from the uptake of AI technologies. Second, an analysis of the ‘AI fitness’ of the current regulatory framework should be provided. Third, quantification of the cost of Non-Europe should be detailed, and finally adjustments and actions on the EU level that can boost European added value should be identified. The AI CoNE will focus on transport, mobility and logistics.

CRIDS contributes to this study by participating to the analysis of the ‘AI fitness’ of the current regulatory framework.

The BESOCIAL research project aims to develop a sustainable social media archiving strategy for Belgium. Indeed, social networks are full of ephemeral content that can nevertheless be of great heritage interest to Belgian citizens. The aim of BESOCIAL is therefore, by adopting a multidisciplinary approach (technical, operational and legal aspects), to develop a strategy at the Belgian federal level to preserve and archive these contents and give access to them to both the scientific community and the general public.

This research project interrogates, in both a descriptive and a normative way, the consequences of the growing influence of so-called “citizen science” (CS) on the objectivity of scientific research. Whereas the participation of citizens who are no professional scientists to the construction of knowledge is relatively well studied in a descriptive way, philosophers have not yet investigated in a systematic way its burdens and benefits for the objectivity of the research process. Yet, these participatory practices modify the way science is made, and they sometimes meet resistances from scientists themselves (Riesch and Potter, 2014; Golumbic, 2017). Indeed, important epistemological concerns may be raised: the quality of the data collected by crowd-sourcing programs (Resnik, 2015), but also the lack of neutrality of the militant groups (for instance, NGOs) which engage into citizen science to defend a political agenda (Sarewitz, 2000). More general, participation disturbs the self-regulatory mechanisms characterizing scientific communities, and thus may constitute (at least in prima facie) a challenge to the very objectivity of the research process. Whatever the exact meaning we give to this concept, objectivity is widely recognized as the main justification of the social authority of science, and/or of its epistemological value. It is therefore crucial to understand (i) how citizen science may threaten, or promote, the objectivity of science, and (ii) how participative programs should be designed to preserve or improve this objectivity. To do so, the goals of the research project are, first, to propose a conceptual analysis of the notion of scientific objectivity as it may be applied to citizen science; second, to apply this conceptual analysis to concrete CS programs; and, third, to give some recommendations to improve CS programs and I compare these recommendations with the « good practices » identified by the institutional reports.

A recast of the Mediendekret  is necessary view of the transposition, as far as they cover competences of the Communities,  i) Directive (EU) 2018/1808 of  14 November 2018 on audio-visual media services, ii) Directive (EU) 2018/1972 of December 11, 2018 establishing the European Electronic Communications Code and iii) Directive (EU) 2019/882 of 17 April 2019 European Accessibility Act.  The support entailed not only identifying the current provisions that needed to be amended in view of the transposition, but also making drafting suggestions.  In addition, to the transposition of the EU Directives, the task encompassed also making proposals to streamline the current institutional setting of the Medienrat as well as of procedures for granting spectrum licences to in particular radio broadcasters.

The application aims to develop a Digital Clearinghouse (DCH), a voluntary network of authorities involved in enforcement of laws in the digital markets. The platform is intended to facilitate cooperation, dialogue and exchange of best practices within the bounds of their respective competences, so as to achieve a coherent enforcement of rights in all domains of laws impacting digital markets. The project consists in organizing regular closed roundtables between the enforcement authorities and invited experts and two public international conferences with enforcement authorities, policy makers, academics and digital firms. An effective communication will ensure the dissemination of the output of those roundtables and conferences.

The VIADUCT research project aims at designing, developing and validating of new products and services based on human machine multimodal interface, centred on voice and focusing on senior people for autonomous and automated vehicles.  The development new technologies within the field of automotive raises major questions in relation to different areas of law. The research pursued within VIADUCT particularly focus on data protection, liability and road safety.

The “Bruxelles numérique” project has three objectives. As a first step, it aims to identify the current infrastructure of Brussels schools in the two Communities. Teachers will also be interviewed on their digital practices, difficulties and expectations. Once this inventory has been established, the aim is to identify the unmet needs of these schools in terms of digital education. Finally, recommendations and possible solutions will be formulated for the competent authorities in order to introduce sustainable digital infrastructure in schools.

The research project gathers researchers and academics in media literacy education, computer education and digital education from NaDi and IRDENA institutes. It is supported by the Digital Education Research Chair.

EU Delegation in Tunis – technical support to the Tunisian authorities in the framework of the ALECA negotiations, in the area of completion law and State aid (2018-2020)

The support entailed the drafting of three reports. The first detailing the ‘acquis’ of the EU in these areas to which the draft ALECA agreement refers for the interpretation of the concepts of anti-competitive agreements, abuse of dominant position, merger and State aid. The second report consisted in an overview of the current Tunisian rules in the area of competition law and the granting of aid to undertakings, and their implementation. The third report is a gap analysis aiding to identify the areas where the Tunisian situation diverges from the EU acquis in the area of competition law and State aid.

GreenWork (2017-2021) - For the Province of Namur

The GreenWork research is a three years doctoral project financed by the Close Foundation (Province de Namur). The context is the building of the future Provincial Administration House (MAP), integrating management innovations in space designing, i.e. new work organization and agents’ ecological responsibility. The research question asks how systems of participation influence social appropriation of the project by the agents. We analyze systems of participation during the project process and how they produce social appropriation defined as the construction of a shared and accepted representation of the project as well as organizational practices oriented to the change.

FLEXPUB (2015-2020) - For the Belgian Science Policy Office BELSPO

The project is focused on the development of eGovernment services and the phenomenon of digitalization of public services. This development raises legal (intellectual property, data and privacy protection, responsibility), technical and organisational questions. On the basis of case studies by the National Geographic Institute (IGN), the research team answers these questions to develop a federal model of deployment of electronic services in the framework of the eGovernment.

The goal of the project is to create and animate GDPR training courses. As the client is a non-profit association representing local authorities (Union des Villes et Communes de Wallonie - Union of Cities and Municipalities) these courses are specially designed for local public servants.

SMART 2018/0082 - Future electronic communications product and service markets subject to ex ante regulation (2019-2020) - For the European Commission

The European Electronic Communications Code requires the European Commission to review the 2014 Recommendation on Relevant Markets by 21 December 2020. The study SMART 2018-0082 is a preparatory step for that review and provides an analysis of technological and market developments, as well as relevant cases, to assist the Commission in determining whether changes may be needed to the current Recommendation.
The study notes key developments on the supply-side including the migration from copper to fibre and the deployment of 5G. At the same time, the study forecasts an increasing trend towards home working and the digitisation of industry and public services, which will likely drive the need for more performant infrastructure.
Today, infrastructure competition in broadband networks and/or entry by new players focused on very high capacity broadband deployment has developed in some areas. However, competition in many areas will remain for many years dependent on ex ante regulation of network operators with significant market power.
The study therefore concludes that it is justified to maintain regulation on the market for 'Wholesale Local Access', but advises to adapt the existing market for 'High Quality Access' to focus on dedicated access including dark fibre for backhaul. These markets may be geographically differentiated based on a detailed analysis.  Conversely, the study finds that the 'Wholesale Central Access market' tends towards competition and could be removed from the list of markets susceptible of ex ante regulation. The study also finds that the current termination markets will in principle also no longer require ex ante regulation as the Eurorate regulation should address the primary competition concerns in these markets.

Considering the fact that some data and documents are now only available online, web archiving has become of utmost importance. Furthermore, the limited lifespan of online information creates issues for the safeguard of digital heritage and information. The web archiving is decisive from a cultural and historical point of view. The objective of PROMISE II is to study and analyze the legal framework for preserving online information and enabling the web archiving in Belgium.

INSPEX (2017-2019) - For the European Commission

The objective of INSPEX is to make obstacle detection capabilities that are currently only feasible on autonomous vehicles available as a personal portable/wearable multi-sensor, miniaturised, low power spatial exploration system. The INSPEX System will be used for real-time 3D detection, location and warning of obstacles under all environmental conditions in indoor and outdoor environments with static and mobile obstacles. Applications include navigation for the visually/mobility impaired, safer human navigation in reduced visibility conditions and small robot/drone obstacle avoidance.

This project is an initiative from the Walloon region. Its objective is to develop a policy for the dissemination of cartographic data in an open data perspective that takes into account the diversity of sectors, sources and the nature of the data. The intervention of the CRIDS is to assist the Walloon Region by developing a contractual dissemination policy that complies with European and national regulations on the reuse of public sector information, the protection of personal data and intellectual property rights.

SEAMPAT (2014-2017) - For the Walloon Region

SEAMPAT is a project financed by the Walloon region (Belgium), as part of the WB-Health program. This applied research aims to develop an electronic platform of drug reconciliation, in order to improve the continuity of medication. The platform also aims to encourage patients’ empowerment. The project gathers a multidisciplinary consortium made of a doctor, a pharmacist, a legal expert, an anthropologist and computer scientists.

PTZ-PILOT (2013-2016) - For the Walloon Region

PTZ-Pilot is the second project financed by the Walloon Region in the framework the GREENTIC call. The theme of the research project is the intelligent video surveillance system specifically, the processing and analysis of images from mobile cameras of surveillance PTZ- for pan / tilt / zoom. CRIDS is responsible for social, legal and ethical acceptability of this system and this type of image processing.

TRUEDEV - Trust in End User Device - is a project financed by the Walloon Region in the framewor- the GREENTIC call for proposals. TrueDev (acronym for Trust in End User Device) is a research project designed to secure, through a software component, the use of personal computer equipment in professional contexts. It is therefore to create a trusted context to the phenomenon of "BYOD" (Bring Your Own Device), guaranteeing access security, authenticity and data protection and privacy of the end user (private and personal data and applications being supported by his own device).

This project aims at helping SMEs involved in the ICT sector to adapt their software and process in order to go in the Cloud.  Such PMEs could indeed improve their position in the market and benefit from various advantages of the Cloud (mainly SaaS).  Possible issues and solution will be analysed from a technical (CETIC) and a legal (CRIDS) point of view : PMEs will indeed be provided with some tools in these sectors (with some examples of contractual provisions, for instance).

PARIS (2013-2015) - For the European Commission

The goal of the project PARIS (PrivAcy pReserving Infrastructure for Surveillance) is to define and demonstrate a methodological approach for the development of a surveillance infrastructure which enforces the right of citizens for privacy, justice and freedom. At the same time, it takes into account the evolving nature of such rights, since aspects that are acceptable today might not be acceptable in the future. It also includes the social and ethical nature of such rights, since the perception of such rights varies over time and in different countries.

CAPPRIS (Collaborative Action on the Protection of Privacy Rights in the Information Society) is an Inria Project Lab initiated in 2013. • To link together and focus objectives (1) and (2) by exploring the emergence of technology assessment (TA) ideas and practices as locally-enacted reactions to dominant policy paradigms that potentially remold the relationship between science and society;
• To stimulate debate among politicians, researchers, and TA practitioners on possible futures of innovation policy in Flanders and Wallonia, as well as purposeful interaction between TA and STI.

CLICK (2012-2013) - For the Federal Public Service BELSPO

(CompuLsIve Computer use and Knowledge needs in Belgium A multimethod approach) La recherche CLICK, dont le CRIDS est coordinateur, porte sur  les usages problématiques d'Internet et le concept d’usage compulsif d’Internet (« Compulsive Internet Use ») à travers l’ensemble du territoire francophone et néerlandophone du pays, afin d’obtenir une meilleure connaissance de ce phénomène, aussi bien quantitative que qualitative, pour construire une politique de santé publique adaptée à ces nouvelles situations, tant en termes préventifs que curatifs. La recherche s’est clôturée par un colloque international associant les acteurs de terrain assurant une large publicité des résultats obtenus.

BCCENTER (2012-2015) - For the Belgian State

The Belgian Cybercrime Centre of Excellence for Training, Research and Education is an initiative of the Interdisciplinary Centre of Law and ICT at the KU Leuven. It is the first large-scale umbrella joint venture against cybercrime in Belgium. The B-CCENTRE is the main platform for collaboration and coordination with regard to cybercrime matters in Belgium, combining expertise of academic research groups, industry players and public organizations.

Framework contract with a view to provide an expert assessment in the field of intellectual property rights – Lot 1: “Copyright and related rights” (2011-2016) - For the European Parliament

CRIDS was selected as expert on the subjects of copyright, particularly in the digital environment, by the European Parliament. In this capacity, CRIDS belongs to the panel of five European experts to which the European Parliament is going to entrust during five years, all study or task in the field of copyright.

ELISIT (2011-2014) - For the Walloon Region

(Expertise Localisation from Informal Sources and Information Technologies) La recherche, qui s'effectue sur une période de 36 mois à dater du 1er janvier 2011, a pour objectif de développer des outils sous forme de composants logiciels qui, partant d'un ensemble de sources informelles liées à une organisation, sont capables d'identifier les savoirs et les experts.

SECUR-ED (2011-2014) - For the European Commission

Le principal objectif du projet est d'améliorer sensiblement la sécurité dans les transports de masse urbains, au travers du développement de solutions packagées, validées dans plusieurs démonstrations qui seront déployées dans plusieurs villes européennes : Madrid, Paris, Milan, Berlin, mais aussi Istanbul, Bucarest, Bruxelles et d'autres. SECUR-ED n'apporte pas seulement des solutions techniques, mais s'intéresse plus largement aux processus d'opérations, couvrant tous les aspects depuis l'analyse des risques jusqu'à la formation des opérateurs. Les différents modules sont sélectionnés et packagés au travers d'interfaces standards, prêts à être intégrés. Pour amplifier les résultats, des « Advisory groups » seront créés (opérateurs de transport, autorités, forces de premier secours, utilisateurs) pour conduire une dissémination active vers la communauté des usagers des transports urbains en Europe.

EDUCATION 2.0 (2011-2013) - For the International Organization of the Francophonie

Le projet « éducation 2.0 » regroupe six universités francophones: l’Université de Montréal au Québec, l'Université de Namur via le CRIDS, l’Université de Versailles Saint-Quentin en Yvelines et l’Université Paris Sud 11 en France, l’Université de Sfax en Tunisie et l’Université de la Sagesse au Liban ; qui sont toutes reconnues comme des partenaires incontournables en matière de technologies de l’information et de la communication. Au regard des opportunités offertes par le « Web 2.0 » et de l’évolution du rapport enseignement/technologie, le projet a pour objectif la mise en place d’une plateforme internet interactive favorisant une meilleure communication des travaux des chercheurs et étudiants, et ce, pour le bénéfice des spécialistes du droit et de toute la communauté scientifique.
