IA and public service : a regulatory approach

The project entrusted by AdN to CRIDS/NADI for a period of one year aims to analyze the regulatory conditions for the development by the Walloon public authorities of an AI trustworthy, safe, fair, protective for citizens' interests and concerned by the pursuit of the general interest .
The project via, from one part, interviews of envolved actors and  a questionnaire sent to certain members of the administration will attempt to analyze both the expectations but also the reluctance or the difficulties of the administration towards possible projects.
A typology of possible technological applications and tasks likely to be entrusted to AI will be drawn up on the basis of examples in other European countries or at home.
The regulatory aspects project is based on a comparative analysis of both European and American policies and strategies. it describes the current state of the regulatory framework for the computerization of the Walloon administration and its numerous shortcomings. Finally, for each branch of law: administrative law (public contract, access to public data, public service laws); human rights (GDPR in particular); liability law; intellectual property law, the study examines the difficulties encountered in bringing the reality of AI into current legal frameworks. Finally an ethical framework for the development of a public service 's AI will be drafted
